International Monetary Fund claims, 'India's digital reforms increased productivity of small enterprises'

Washington. Digitization of public administration in India has played an important role in increasing the productivity of micro enterprises. This conclusion has come to light in a working paper of the International Monetary Fund (IMF). According to the study, digital reforms implemented in a phased manner in states between 2010 and 2015 improved the efficiency of small businesses. The analysis is based on firm-level data from national surveys of 2010-11 and 2015-16. The report said states that made more digital reforms in areas such as tax systems, permits, inspections and dispute resolution saw higher productivity growth and narrower performance gaps between companies.
The research found, “In states that adopt digitalization of public administration more, productivity of firms increases faster and inequality among them decreases.”
These reforms were part of efforts to improve the broader business environment. In 2014, states agreed to a 98-point action plan aimed at simplifying rules and promoting digital processes.
The study categorized the reforms into six key areas—tax system, construction permits, environment and labor compliance, inspection, commercial disputes and single-window clearance. States that made more progress in these areas recorded greater growth in total factor productivity.
Digital tools reduce the administrative burden, especially on small businesses. According to the report, systems like online tax filing and automated approvals increased transparency, reduced delays and reduced informal costs.
“Digitization ensures a level playing field for all businesses by making processes automated and transparent,” the report said.
The study also found that companies in reform-oriented states consistently performed better. Also, the benefits were greater in the initial phase of the reforms, while their impact diminished over time.
India’s micro, small and medium enterprises (MSME) sector is an important part of the economy. According to the report, this sector contributes about 35 percent of the manufacturing output and provides employment to about 11 crore people.
This IMF study indicates that digital governance and administrative reforms have made a substantial contribution to making the business environment more efficient and competitive, especially for small businesses.
