Jaipur. Chief Secretary V. Srinivas said that to strengthen the industrial development in the state, it is very important to create a strong industrial ecosystem between the refinery and its associated downstream industries. He directed that the process of finalizing the proposed tripartite agreement should be completed soon to ensure uninterrupted supply of feedstock received from the refinery in Rajasthan Petro Zone (RPZ), Balotra.
The Chief Secretary was addressing a meeting organized at the Government Secretariat on Wednesday regarding the proposed tripartite agreement between HRRL, downstream industries and the state government. It was informed in the meeting that a 9 MMTPA capacity Petroleum Refinery cum Petrochemical Complex (RPC) is being established at Pachpadra (Balotra) as a joint venture between the State Government and HPCL, which will be operated by HPCL Rajasthan Refinery Limited (HRRL).
In the meeting, Additional Chief Secretary, Industries Department, Shikhar Aggarwal told that RPZ has been developed by RIICO near HRRL Refinery. An effective and streamlined system for supply of refinery by-products and feedstock will be developed through this petro zone. The major feedstock produced by HRRL will be used by downstream industries set up in the RPZ. On the basis of these products, possibilities for extensive development of plastics, chemicals and other related industries will be created in RPZ, which will increase investment and employment opportunities in the area.
He informed that in compliance with the instructions given earlier by the Chief Minister, a draft tripartite agreement has been prepared to ensure regular supply of feedstock to the industries in RPZ and its effective utilization. Under this agreement, arrangements for supply and management of refinery products will be determined. Due to which an integrated industrial ecosystem will develop between the refinery and downstream industries and the increase in investment attraction will provide a strong base to the industrial development of the state.
In the meeting, the Chief Secretary also gave instructions to complete all the necessary processes on priority basis, keeping in mind the inauguration program of the refinery proposed by Prime Minister Narendra Modi on April 21, so that investment attraction can be promoted and industrial activities in the state can get new momentum.
HPCL Director (Marketing) Amit Garg, Chief General Manager (Petrochemical) Saugata Chaudhary and senior officials of RIICO and Industries Department were present in the meeting, Kapil Verma, Director, Ministry of Petroleum and Natural Gas joined through VC.
