Jaipur. The Rajasthan Municipal Corporation (Amendment) Bill, 2026 was passed by voice vote in the Rajasthan Assembly on Tuesday. Responding to the discussion on the amendment bill, Urban Development Minister Jhabar Singh Kharra said that candidates with more than two children will now be able to participate in the municipal elections. He said that to prevent uncontrolled population growth, it was earlier decided to ban people with more than two children from participating in municipal elections. Due to increased awareness among the common people, this rule is now irrelevant in the changed scenario. It has been decided to modify it in accordance with the democratic spirit. With this, experienced people will get the right to be democratically elected from municipal bodies. Jhabar Singh Kharra said that under the above amendment, leprosy has been excluded from the list of dangerous diseases defined in the Rajasthan Municipality Act 2009 so that there is no discrimination against the people affected or treated by leprosy. He said that this decision has been taken in compliance with the order passed by the Supreme Court.
Delay in civic elections due to lack of clear data of OBC population
Kharra said that writ petitions were filed by Other Backward Class Commissions of various states to provide political reservation to Other Backward Castes. While giving decision on REET petitions, the Supreme Court said that the State Other Backward Classes Commission will have to submit the authorized data of population of Other Backward Classes to the state government. After this data is accepted by the state government, political reservation can be given to other backward classes. He said that at present the municipal elections are being delayed due to non-availability of official data of OBC population. The intention of the state government is to ensure their proper representation in municipal bodies by giving political reservation to other backward classes.
Delimitation is being done in municipal bodies as per the set parameters.
The Urban Development Minister said that the state government is ensuring proper delimitation of municipal bodies as per the set parameters. He said that delimitation has been done in 234 out of 309 municipal bodies as per the parameters. There has been minimal deviation in the remaining bodies also. He said that the state government has the right to demarcate under Section 10 of the Rajasthan Municipality Act. He said that four writ petitions were filed in three urban bodies and in this regard, recently the division bench of the Honorable High Court in its decision has justified the reorganization of wards.
During the discussion, Kharra said that the Election Commission has the right to prepare the voter list. It has been clarified by the State Election Commission that it will take four to six months to get the final data of Special Intensive Review (SIR). Therefore, the present voter list has been prepared on the basis of available data only. He said that the department is determined to take strict action against the personnel involved in corruption. He also clarified that funds for any development work from MP/MLA lead can be sanctioned only when land is available for it in the revenue records.
