New Delhi. The Supreme Court will give its verdict in the stray dogs case on 7 November 2025. A special bench of Justice Vikram Nath, Justice Sandeep Mehta and Justice NV Anjaria on Monday said that the Animal Welfare Board will also be made a party in this case. The bench said that the Chief Secretaries of most of the states and union territories appeared before it. The Chief Secretary of Kerala was exempted from appearance on the ground that the Principal Secretary there was present in the Supreme Court.

During the hearing on stray dogs in the Supreme Court, Solicitor General Tushar Mehta told the bench that in this matter most of the states and union territories have filed affidavits giving information about compliance with the order issued earlier. On this, the Supreme Court bench said that the Chief Secretaries of the states and union territories will not have to appear in person. However, the court warned that if the order is not followed in future, then the Chief Secretary of the concerned state will have to appear in the court himself. Earlier on October 27, the Supreme Court had asked the Chief Secretaries of all the states except West Bengal and Telangana to appear on November 3 after hearing the stray dog case.

The bench hearing the stray dog case was displeased with all these states not filing an affidavit regarding compliance with the order. Then the bench had made it clear that the Chief Secretaries of such states themselves should appear and explain why they did not give the affidavit. Earlier, the Supreme Court had also included the issue of stray dogs outside the Delhi-NCR area in the scope of hearing. The Supreme Court had said that all states and union territories should be made parties on the issue of stray dogs. The court had ordered all the municipal bodies to give an affidavit stating how many drinking water sources, doctors, dog catching staff and vehicles etc. have been arranged for the dogs. The Supreme Court is taking cognizance and hearing the incidents of stray dog bites.
