new Delhi. Delhi Deputy Chief Minister Manish Sisodia on Saturday presented the eighth annual budget with a focus on employment. Terming it as the ‘Employment Budget’, Sisodia said that the Delhi government has come up with schemes that will provide increased opportunities in employment, food and business to those who have lost their livelihood during the COVID-19 pandemic. Sisodia said the budget has an agenda to create new jobs for the people of Delhi and boost economic recovery from the damages caused by Covid-19, GST and demonetisation in recent years.
Presenting the budget, Sisodia said, “Delhi’s economy is slowly emerging from the challenges amid the five waves of COVID-19 and due to this, Delhi’s GSDP at current market price will increase from Rs 7,85,342 crore in 2020-21 to Rs. 9,23,967 crore is expected in 2021-22. There is a possibility of a growth of 17.65 per cent.”
The Delhi government has proposed a budget estimate of Rs 75,800 crore for the year 2022-23, which is 9.86 per cent higher than the budget estimate of Rs 69,000 crore for the year 2021-22 and 13.13 per cent higher than the revised estimate.
Sisodia announced a budget of Rs 9,668 crore for the health sector. The Deputy CM said that a toll free helpline would be started for the health card initiative. The government has also sanctioned Rs 160 crore for health cards for the residents of Delhi. He also said that Rs 15 crore has been allocated for yoga teachers, who will provide yoga training to the people of Delhi.
The Deputy Chief Minister informed that the Delhi government in its annual budget has allocated Rs 800 crore for employment generation and employment, which will also be audited for the first time. He said that Rs 475 crore has been allocated for the construction and development of Mohalla Clinics, Polyclinics and Mahila Mohalla Clinics. Additionally, the government has also allocated Rs 1,900 crore for the construction of four new hospitals in the city and for redevelopment and repair of existing hospitals.
The Delhi government has earmarked Rs 100 crore for the redevelopment of popular markets. Sisodia said, “The Delhi government will also organize retail and wholesale shopping festivals for 6 to 8 weeks. Under this policy, many popular markets of the city will be redeveloped. The government has allocated Rs 100 crore for the first phase. About five markets will be redeveloped in the region.”
The Deputy CM also announced measures to promote Delhi’s street food. For this, the government will start the ‘Delhi Food Truck Policy’, under which the food-truck will operate from 8 pm to 2 pm.
Sisodia during his budget presentation said that our government has selected retail sector, food beverage, logistics, tourism, entertainment, construction, real estate and green energy sectors as priority to create new jobs.
The government plans to develop the market in Gandhi Nagar as a ‘Grand Garment Hub’ in the area of readymade garment textiles. The program is expected to create more than 40,000 new job opportunities in the next 5 years.
Presenting the annual budget for 2022-23, Sisodia said that with this employment budget, our target is to increase the employment rate in Delhi from 33 per cent to 45 per cent in the next five years. At present only 57 lakh citizens are employed out of the total population. The Delhi government aims to increase this to 75 lakh in the next financial year.
