The Delhi Police Crime Branch on Tuesday confirmed the arrest of eight people, including Indian Youth Congress president Uday Bhanu Chib, in connection with the ‘shirtless’ protest that took place during the India All Impact Summit 2026 at Bharat Mandapam in the national capital.
Speaking at the press briefing, Delhi Police’s Special CP Crime Branch Devesh Chandra Srivastava said they had found strong evidence that the incident was carried out as part of a “deep-rooted conspiracy”.
He said, “Based on the investigation so far, we have found concrete evidence that this was carried out as part of a deep-rooted conspiracy… Further investigation of the case has been handed over to the interstate cell of the crime branch. A detailed investigation is being conducted.”
An official said that the case has been handed over to the Interstate Cell of the Crime Branch and a detailed investigation will be conducted under it.
He further said, “In this regard, an FIR has been registered at Tilak Marg Police Station under sections 61(2), 121(1), 132, 190, 195(1), 221, 223(A), 196, 197 and 3(5) of the Indian Penal Code. So far 8 people have been arrested. Officials of the Indian Youth Congress are also included in the arrested people. All the arrested people have been given police custody. Indian Youth Congress President Uday Bhanu Chib has also been arrested.”
On 20 February, members of the Indian Youth Congress staged a ‘weak’ protest by removing their shirts and raising slogans such as “compromised Prime Minister” at the Bharat Mandap venue of the All Impact India Summit held in the national capital.
The police have registered an FIR under sections 61(2), 121(1), 132, 190, 195(1), 221, 223(A), 196, 197 and 3(5) of the Indian Code of Justice (BNS) at Tilak Marg police station.
Earlier this morning, IYC President Uday Bhanu Chib was arrested under several sections of the Indian Code of Justice (BNS), including section 196 related to promoting enmity between different groups on grounds of religion, race, place of birth, residence or language, in connection with the protests during the summit, which is a non-bailable offence.
According to the police, Chib has been booked under several sections of the BNS, including section 61(2) for criminal conspiracy, section 121(1) for voluntarily causing hurt or grievous hurt to deter public servant from discharge of duty, section 132 for assault or criminal force to deter public servant from discharge of duty, section 195(1) for assault or obstruction by public servant in discharge of public functions. These include Section 221 for obstructing a public servant, Section 223(A) for disobedience to orders of a public servant, Section 190 for offense by members of an unlawful assembly, Section 197 for charges prejudicial to national integration and Section 3(5) for common intention.
After the arrest, the police brought him to Patiala House Court.
