Delhi Cabinet approves ‘Delhi Public Trust Bill 2026’

New Delhi, December 30 (IANS). Taking inspiration from Prime Minister Narendra Modi, the Delhi Cabinet has approved the Delhi Public Trust (Amendment of Provisions) Bill, 2026 to decriminalize petty crimes and promote ease of doing business and living, Chief Minister Rekha Gupta said on Wednesday.

Sharing the information on social media platform

He said that criminal cases for minor, technical and procedural violations will now be abolished in Delhi. In their place there will be a system of civil penalties, administrative fines and appeals.

He said that under this bill, small crimes will be decriminalized and converted into civil penalties, which will make doing business easier. The major benefit will be that this will not cause unnecessary trouble to the citizens, the burden on the courts will be reduced, and the administration will become more effective.

He said that this step is towards increasing trust and cooperation among citizens and businesses, where priority has been given to simple, balanced and effective management rather than harsh penalties. This bill will be passed in the upcoming winter session of Delhi Assembly.

The Chief Minister further said that this bill is in line with the Public Trust (Amendment of Provisions) Act, 2023/2025 enacted by the Central Government, under which minor offenses have been decriminalized in the central laws.

Elaborating on the Bill, the Chief Minister said that through this Bill, the Delhi Government is fully committed to promoting ease of doing business and ease of living.

He informed that under the Public Trust (Provisions Amendment) Act enacted by the Central Government in 2023, minor, technical and procedural violations in central laws have been removed from the category of criminal offences.

The Chief Minister clarified that the purpose of this bill is not to promote anarchy, but to ensure proportionality in punishment.
