Jammu and Kashmir government makes paperless registration mandatory in all sub-registrar offices

Srinagar, May 9 (IANS). The Jammu and Kashmir government on Saturday ordered mandatory implementation of a completely paperless registration system in all sub-registrar offices in the Union Territory from May 11, 2026.

According to an official statement, the move aims to strengthen digital governance and improve public service delivery.

A circular issued by the Revenue Department in the Civil Secretariat of Jammu and Kashmir said that the decision has been taken to modernize and digitalize the registration process so as to increase efficiency, transparency and accessibility for the public.

The circular said that the paperless registration system, which has already been tested, will now be implemented across the entire Union Territory for complete digital registration of documents.

The system includes online verification of parties, automatic calculation of stamp duty and registration fees, digital signature and preparation of final deed.

The Government has directed that henceforth all registration processes will be conducted through a completely paperless system, with no physical contact or manual intervention allowed at any stage.

The Inspector General of Registration has been directed to ensure strict compliance with the new system and submit implementation reports from all concerned offices.

Sub-registrars have also been instructed to make necessary arrangements for smooth implementation of the system.

The circular warned that any violation of the instructions would be considered serious and action could be taken under the relevant rules.

In Jammu and Kashmir, the powers of sub-registrars for registration of land sale and purchase deeds were earlier transferred from the Civil Courts to the Revenue Department.

After this change, the responsibilities related to registration of land sale and purchase deeds, wills and other such documents are now handled by the respective Sub-Divisional Magistrates, who are officers of the Revenue Department and have executive magisterial powers.
