The Central government has appointed senior advocate Madhav Khurana as Special Public Prosecutor (SPP) to lead the Delhi blasts case, handling the trial and related legal proceedings in the deadly Delhi car blast case. 15 people lost their lives and many were injured in this explosion.

Khurana will represent the National Investigation Agency (NIA), which is the lead investigating agency into the November 10 blasts, before the NIA special court and the Delhi High Court for a three-year term.

The notification issued by the Home Ministry on Tuesday said, “In exercise of the powers conferred by sub-section (8) of section 18 of the Indian Civil Security Code, 2023 (BNSS), read with sub-section (1) of section 15 of the National Investigation Agency Act, 2008 (34 of 2008), the Central Government hereby appoints Madhav Khurana, Senior Advocate, for national investigation before the NIA Special Court and the High Court, Delhi.” Appoints the Special Public Prosecutor on behalf of the Agency to conduct the trial and other cases relating to case RC-21/2025/NIA/DLI for a period of 3 years from the date of publication of this notification or till the completion of the trial of the said case, whichever is earlier.”

In the case (RC-21/2025/NIA/DLI), the NIA has so far arrested seven accused who helped suicide bomber Omar Un Nabi, who blew himself up in a moving Hyundai i20 car near the Red Fort in Delhi on November 10 at 7 pm.

On November 25, NIA also arrested the seventh accused in this case, Soyab, resident of Dhauj, Faridabad (Haryana). He is accused of allegedly providing shelter to attacker Omar Un Nabi shortly before the terrorist attack. During interrogation, Soyab told the NIA that he “not only sheltered Omar but also provided logistics support to facilitate the activities of the terrorists before the attack.”

On November 20, the agency arrested Dr. Muzammil Shakeel Ganai of Pulwama (Jammu and Kashmir), Dr. Adeel Ahmed Rather of Anantnag (Jammu and Kashmir) and Mufti Irfan Ahmed Wage of Shopian (Jammu and Kashmir) along with Shaheen Saeed. The NIA detained him in Srinagar on the production order of the District Sessions Judge in Patiala House Court.

Shaheen was recently taken to Faridabad for hatching the terror plan, as a large cache of explosives (about 2,900 kg) was seized in Faridabad shortly before the blast, and the Hyundai i20 car used in the blast was recovered from a local dealer in the same area.

Earlier, the NIA had arrested two other accused – Aamir Rashid Ali, in whose name the car used in the blast was registered, and Jasir Bilal Wani alias Danish, who allegedly provided technical support to the terrorist involved in the deadly attack.

While investigating the case so far along with the accused arrested, the NIA said the information received so far has further strengthened the agency’s understanding of the network behind the bomb blasts.

The NIA is following various leads and conducting raids in various states in coordination with local police forces to identify additional suspects linked to the conspiracy.

Officials said efforts are underway to completely expose and dismantle the network involved in planning and executing this deadly attack. The agency has interrogated all the seven accused arrested so far.

The counter-terrorism agency, which was handed over the investigation by the Union Home Ministry soon after the attack, is working closely with various state police forces to trace and arrest each member of the terrorist module involved in the massacre.

The NIA on December 1 conducted search operations at eight locations in Jammu and Kashmir as well as Uttar Pradesh and claimed to have recovered various digital devices and other incriminating material during searches conducted at the premises of several accused and suspects in both the states.

The NIA had earlier conducted extensive searches on November 26 and 27 at the premises of Al Falah University and other places in Faridabad (Haryana) at the premises of the main accused, Dr Muzammil Shakeel Ganai and Dr Shaheen Saeed.

Huge quantities of cash, foreign currency, gold and other incriminating materials were seized during these searches, and these are being closely examined to uncover the bomb blast conspiracy.

So far the NIA has learned that one of the accused, Aamir, had come to Delhi to help procure the car, which was ultimately used as a vehicle-borne improvised explosive device (IED) to carry out the blast.

NIA forensic investigation has revealed that the deceased driver of the IED-laden vehicle has been identified as Umar, who was a resident of Pulwama district and an assistant professor in the department of General Medicine at Al Falah University, Faridabad.

Apart from this, the anti-terrorism agency has also seized another vehicle of Nabi. The vehicle is being examined for evidence in the case, in which the NIA has so far examined 73 witnesses, including those injured in the blast in the national capital.

Working in close coordination with Delhi Police, Jammu and Kashmir Police, Haryana Police, Uttar Pradesh Police and various partner agencies, the NIA is continuing its investigation in various states.
