Thiruvananthapuram, December 8 (IANS). Suspended IAS officer N Prashanth wrote to Kerala Chief Secretary Dr A. Serious allegations have been made against Jayathilak. Prashanth says that Jayathilak ignored the rules and procedures and issued government orders without the knowledge of the concerned minister, which is a clear violation of the Rules of Business.

In a statement released on social media on Monday, Prashant said that this is not a single incident, but a wide pattern of administrative over-interference. Referring to recently published media reports, he claimed that Jayathilak issued the orders independently without sending the file to the departmental minister.

Prashant alleged that in the past Dr. B. In the case related to Ashok, the file was sent to the Chief Minister only when questions were raised in the court.

He recalled that when Jayathilak was posted in the SC/ST department, the then minister K. Radhakrishnan kept a close watch on the file movement. But in the absence of the minister due to election campaign, Jayathilak allegedly tried to pursue “illegal proceedings” as if he were the minister himself.

Prashant claims that disciplinary action was initiated against him for protesting against the same “illegal decisions”.

He further informed that on March 16, 2024, IAS officer Gopalakrishnan was appointed as the CEO of Unnati Mission, while neither the departmental minister nor the Chief Minister was aware of it. According to government records, Jayathilak appears to have played a role in this appointment and the transfer of files related to it.

Citing media reports, Prashant alleged that the same files were later found missing.

Citing conversations of secretariat staff, he claimed that Jayathilak often issued arbitrary orders in departments where he had less administrative experience. He also presented the controversial order related to felling of trees in Muttil as an example.

Prashant said that orders issued without statutory authority have no legal validity and will not stand judicial scrutiny. He demanded cancellation of all such orders and initiation of legal action.

In the end, he made a scathing comment that there is a growing tendency in the bureaucracy to “gain political power through flattery”, which is against the moral foundation of civil services.
