On Wednesday, the cabinet approved the total budget of Rs 2,277.397 crore Department of Scientific and Industrial Research/ Council of Scientific and Industrial Research (DSIR/ CSIR) Scheme with a total budget of Rs 2,277.397 crore with the aim of preparing a strong R&D driving innovation ecosystem and promoting youth talent.

According to the cabinet headed by Prime Minister Narendra Modi, the ‘Capacity Building and Human Resource Development’ scheme has been approved for the 15th Finance Commission’s tenure from 2021-22 to 2025-26.

This scheme to be implemented by CSIR will cover all R&D institutions, national laboratories, institutions of national importance, reputed institutions and universities across the country.

According to the cabinet note, this initiative will provide a big platform to young and researchers who wish to make a career in universities, industry, national research and development laboratories and educational institutions. The scheme will promote development in the areas of Science, Technology and Engineering, Medicals and Mathematics Science (STEMM) under the guidance of famous scientists and professors.

According to the note, the ‘Capacity Building and Human Resource Development’ scheme plays an important role in achieving the Sasanable Development goals for the S&T sector in India.

The scheme has proved its utility by increasing capacity and high-quality human resource pool in the S&T sector.

According to the rankings of the World Intellectual Property Organization, India finished 39th in the Global Innovation Index (GII) in 2024, which will be better in the near future under the Prime Minister’s visionary guidance.

According to NSF, USA data, India now makes its place in the top three countries in terms of scientific paper publication as a result of support for research and development by the government.

The DSIR scheme is supporting thousands of research scholars and scientists, whose contribution has played an important role in India’s S&T achievements.

This approval has installed a historic milestone for CSIR, serving Indian scientist and industrial research for 84 years.

The initiative also reflects the government’s commitment to prepare Indian science for global leadership in the 21st century.
