New Delhi, June 22 (IANS). The Department of Telecommunications (DOT) has issued the framework (draft) of rules for spectrum allocation in an administrative manner under the Telecom Act, 2023. These rules set out the eligibility criteria, spectrum charges and terms of allocation for various telecommunication and satellite communication services.
However, the proposed framework does not include companies providing satellite broadband services, including Starlink, Eutelsat OneWeb and Reliance Jio’s satellite internet service. In such a situation, this sector is still waiting for a separate policy to decide spectrum allocation and its price.
The framework rules issued for public consultation mainly cover traditional satellite communications services. These include VSAT (Very Small Aperture Terminal) operators, direct-to-home (DTH) platforms, teleports, broadcasters and satellite phone services operated by state-owned Bharat Sanchar Nigam Limited (BSNL).
Additionally, the framework will also be applicable to spectrum allocations that are made administratively to state-run telecom companies BSNL and Mahanagar Telephone Nigam Limited (MTNL).
As per the framework, spectrum allocation through administrative route will be done on the basis of prescribed eligibility conditions, tariff and allocation rules in accordance with the provisions of the Telecommunications Act, 2023.
DoT has sought suggestions and comments from stakeholders within the next 30 days before taking a final decision on the framework rules.
The effect of the government’s digital campaign is also visible in the increasing use of telecommunication and internet services in the country.
The number of broadband subscribers was 1,059.05 million at the end of February 2026, which increased to 1,065.88 million by the end of March 2026.
Competition in the telecommunication sector is continuously increasing. 14.63 million requests for Mobile Number Portability (MNP) were recorded during March 2026.
According to Peak Visitor Location Register (VLR) data, the number of active wireless subscribers stood at 1,185.60 million, reflecting the widespread expansion of digital connectivity in the country.
Public sector companies like BSNL, MTNL and APSFL have about 19 percent share in the wireline market, thereby maintaining their significant presence in this sector.
