In India, AI is no longer just a technology but has become an everyday part of digital life, be it chatting, online payments, or apps that provide personalized videos, news and shopping recommendations. As the scope of AI is increasing, the question is also increasing as to how this powerful technology will be controlled and how the safety of common citizens will be ensured. Addressing these concerns, the Central Government has issued India AI Governance Guidelines. This 65-page document outlines the steps to ensure that AI in the country is safe, transparent and useful for everyone. Although these guidelines are based on broad policy, their biggest impact will be on the millions of people who depend on their smartphones and internet services every day. The government’s main message is that public trust in AI is its foundation, and if trust weakens, the technology will stagnate.

Bringing clean disclosures and transparency to AI apps
After the implementation of the new rules, the biggest change in the digital experience of users will be transparency. The government has clearly stated that AI systems should be “understandable by design”, which means users should get easy and understandable information about the AI used in any app. This would mean that any AI-generated content that appears on your screen, interactions with chatbots, or suggestions from apps like shopping and loans must be clearly explained. Algorithms will no longer be able to hide their decisions. The government has also made it clear that transparency is essential across the entire AI value chain, from design and development to operation, to ensure prompt action on any mistakes or misuse.

Strict control on deepfakes and dangerous AI content
Deepfakes are a major concern in the growing misuse of AI. Fake videos, voices and images pose a serious threat to people’s privacy and security. The guidelines describe it as a rapidly growing threat to society and appeal for immediate action. The government wants AI-generated videos and photos to come with watermarks to make it easier to differentiate between genuine and fake content. Platforms will also have to develop systems to detect deepfakes. The document specifically states that women are most vulnerable to AI-based non-consensual content, which requires special security measures and strict legal action.

Strict data privacy rules and user rights
User data is the most important basis for training AI models. Therefore, the government has clearly stated that AI systems should work in accordance with the data protection laws of India. Clear consent must be obtained before AI models can use any user’s data. Users must also be informed about the purpose for which their data is being collected and how it will be used. In the future, users may also have the right to transfer their data to other services (data portability), further enhancing digital freedom.

Fast resolution of complaints in case of harm caused by AI
Special emphasis has been laid on resolving complaints in the guidelines. The government says that every company and platform will have to create a system where users can easily complain about any harm related to AI. This will require support in multiple languages, quick responses, and clear solutions. It also advised to create a National AI Incident Database, where all incidents related to AI will be recorded so that risks can be identified in time.

Strengthening the security of smartphones and the Internet from cyber attacks
Misuse of AI can take the form of cyber attacks, data poisoning or system tampering. The guidelines warn about these threats and emphasize the need for strong security measures. This will improve security across the entire digital ecosystem—be it apps, networks, or smartphones themselves. AI-based threat detection technologies and security audits will become common.

A big awareness campaign to increase AI literacy
The document repeatedly emphasizes the importance of informing people about AI, how it works, its benefits, and its potential risks. The government is preparing to launch a national-level training program and public campaign to help people identify deepfakes, understand false suggestions and use technology safely.
