Canada gives Khalistani groups for political violence funding: Report

According to a new report released by the Finance Department of Canada, several terrorist organizations, including Khalistani violent extremist groups, are getting financial assistance from Canada for politically motivated violence -related activities in the country.

Some Khalistani groups, including Babbar Khalsa International and International Sikh Youth Federation, have been placed in the category of politically motivated violent extremism (PMVE) in 2025 assessment of money refinement and terrorist financing risk and suspects to exploit non-profit and religious areas including untouchables and religious areas to fulfill their objectives.

The assessment defines PMVE as “the use of violence to establish new political systems within existing systems or new structures and criteria”. These groups have been declared terrorist institutions under the Canadian Criminal Code, including Hamas and Hizbullah.

It clarify that although such extremism may include religious elements, it is mainly inspired by political self -determination or representation rather than racial or ethnic domination.

The report said, “Many terrorist organizations listed under the Criminal Code in Canada, which fall into the PMVE category, have seen financial assistance by Law Enforcement and Intelligence Agencies by law enforcement and intelligence agencies.”

It is noteworthy that Canadian Financial Intelligence Agency, Fintrack, in its 2022 operational alert, recognized Hizbullah as the second most frequently identified international terrorist group to receive money from Canada.

The new 2025 evaluation highlights the funding methods employed by PMVE groups in detail. Khalistani extremist elements, especially those who advocate violent methods for the establishment of an independent state in Punjab, are suspected of raising money through a similar way.

Meanwhile, Hamas and Hizbullah, who have been described as “well resource-rich”, are known to take advantage of many ways, including the misuse of money service business (MSB), banking sector, cryptocurrency, state sponsorship and charitable and non-profit organizations (NPOs).

The report said, “These groups had earlier had a widespread money raised network in Canada, but now it appears that these include a small group of individuals who have allegiance to the issue, but they have no special relations with a specific group.”

One of the major concerns raised in the report was misuse of non-profit and charitable activities, which is widely mentioned in the case of Hamas and Hezbollah. Khalistani networks have also sought donations from migrant communities, non-profit organizations (NPOs) to raise and transfer funds.

The report said, “Abuse of charitable and NPO areas has been seen as a major financing method used by Hamas and Hizbullah. Khalistani violent extremist groups have also been found to use the network to demand donations from migrant communities, so that they can raise money and raise funds through NPOS. Revenue creation through misuse is a relatively small percentage of the operational budget of terrorist groups overall. “

Earlier, Canadian intelligence agency, Canadian Safety Intelligence Service (CSIS) officially admitted that Khalistani extremists are using Canada’s land to promote violence in India, raise money and plan.

In its annual report released in June, CSIS outlined some major concerns and dangers for Canada’s national security.

The Canadian intelligence agency CSIS report clearly stated, “Khalistani extremists mainly continue to use Canada as a basis to promote violence in India, raise money or plan.”

India has been expressing concern about the Khalistani extremists operating from the land of Canada for years, but Canada has blocked the issue to a great extent. The CSIS report has confirmed that Canada has become a safe haven for anti -India elements, which confirms the concerns of India raised over the years.

The danger of PMVE in Canada has appeared mainly through the Khalistani extremists (CBKES) in Canada, who are trying to create an independent nation-state called Khalistan, which is primarily in Punjab, India.

The report stated that since the mid -1980s, the threat of PMVE in Canada has mainly manifested through CBKES. This revelation made in the latest annual report of CSIS has re -wakes up concerns about foreign intervention and extremist activities in Canada, especially in terms of its sensitive diplomatic relations with India.

Canadian’s own intelligence security has confirmed this which has been saying New Delhi for a long time – Canada has become a safe haven for anti -India elements. The report calls for constant vigilance against both external impact campaigns and domestic extremist financing networks.
