Bengaluru. Karnataka Home Minister G. Parameshwara said on Monday that the process of implementing the Karnataka Hate Speech and Hate Crimes (Prevention) Bill, 2025 has been put on hold for the time being. He said that the Governor has raised questions on 28 provisions of this bill and has sent it to the President for further review. Talking to the media, the Home Minister said, “This bill has been sent to the President, so that its implementation can be delayed. Now let’s see what happens next. If the President reviews it and sends it back, we will make necessary changes and send it again.” Home Minister Mr. Parmeshwar said that freedom of expression does not mean that anyone can say anything without thinking about what effect it will have on the society. He said, “Insulting a community and making personal attacks can create unrest in the society. We have seen the situations that arise after speeches at some places. Keeping this in mind, this Hate Speech Bill has been brought. Can anyone spread tension in the society by saying anything?”
He also gave a statement on the suicide case of industrialist CJ Roy. Parameshwara said that a Special Investigation Team (SIT) has been formed in this case to stop speculations and rumors. He said, “Let the SIT report come. We will have to see who played what role in this entire matter.”
Responding to the Union Budget 2026, the Home Minister said that people had high expectations from this budget regarding the development of the country, but they could not be fulfilled. He described this budget presented by Finance Minister Nirmala Sitharaman as the weakest among her nine budgets so far.
Home Minister Mr. Parameshwara said that in earlier budgets, due importance was given to agriculture and industry and many programs were announced to eradicate poverty. Referring to former Prime Minister Dr. Manmohan Singh, he said that he had started the Mahatma Gandhi National Employment Guarantee Scheme (MNREGA), which was a unique initiative in the world. He alleged that now all these have been ignored, due to which the entire country is disappointed.
He said that out of the total budget of Rs 53.50 lakh crore, the central government has borrowed Rs 16 lakh crore. He raised the question that after taking such a huge loan, we are given sermons in the Assembly. What was given to the public by borrowing so much?
Home Minister Mr. Parameshwara claimed that nothing special was given in this budget for Karnataka and not a single major project was announced. He said that the budget should have focused on irrigation, agriculture and infrastructure. He asked, “Can it be called a budget without any new plan?”
Talking about the education sector, he said that education is changing rapidly across the world, but in the country it has been pushed back. Karnataka expected institutions like IIT and AIIMS, but instead all it talked about was reducing the prices of plastic and firecrackers. He described this budget as disappointing.
