Chandigarh. Haryana Legislative Assembly Speaker Harvinder Kalyan held a meeting with the chairpersons of the committees of the Legislative Assembly on Monday. In the meeting, emphasis was laid on making the committees more effective and people-centric. The Speaker of the Legislative Assembly gave several suggestions to further strengthen the functioning of the committees. He said that advance planning on the agenda should be done before the committee meetings. Prepare in advance for the meeting after planning the agenda in advance. During this, he also stressed on effective reporting after the meetings and effective follow up on the recommendations given by the committees. The Speaker of the Legislative Assembly said that it is necessary for the committees to work effectively. The committees should coordinate between the Legislative Assembly Secretariat, the State Government and the CAG. Make sure to get timely response from the concerned departments of the government.
Vice President Kalyan said that effective presence of members will have to be ensured in the meetings of the committees. He assured all the chairpersons that the Legislative Assembly Secretariat is capable of providing all kinds of assistance to the committees. Make full use of the resources here.
He said that only by strengthening the functioning of the committees, the administration can be ensured accountable to the legislature. In our constitutional democratic system, the legislature and the executive are not rivals to each other but are cooperative institutions. The basic objective of both the institutions is to serve the public interest. The committees of the Legislative Assembly are the most effective tool in achieving this objective.
