New Delhi. The Plenary and Sub-Groups meetings of the 11th Annual BRICS Counter Terrorism Working Group (CTWG) under the Chairmanship of India were held in New Delhi on 21-22 May 2026. In these meetings, the completion of 10 years of the establishment of the BRICS Counter Terrorism Working Group was celebrated. Ambassador Siby George, Secretary (West) in the Ministry of External Affairs of India, in his speech on the first day, stressed the importance of joint and united efforts by the BRICS member countries to deal with the global threat of terrorism. He appealed to the BRICS member states to work together to make the BRICS CTWG a more robust, structured, innovative, inclusive and result-based working group. He thanked the BRICS member countries for showing solidarity and supporting India after the horrific terrorist attack in Pahalgam, Jammu and Kashmir, India on 22 April 2025. Sibi George reiterated India’s policy of zero tolerance towards terrorism. Foreign Secretary (West) said that strong international cooperation and coordinated efforts are essential to deal with challenges like the changing nature of terrorism, growing networks of terror funding, radicalization and use of new and emerging technologies by terrorists.
According to information shared by the Ministry of External Affairs on social media platform X, the veteran diplomat appealed to strengthen the existing global counter terrorism architecture through active, comprehensive and sustained global efforts and international cooperation.
He stressed the need to make the BRICS CTWG stronger, future-ready, innovative, inclusive and result-oriented. Sibi George also reiterated India’s commitment to deepen cooperation with BRICS member countries for a secure and terror-free world.
Dr. Vinod Bahade, Joint Secretary (Counter Terrorism) in the Ministry of External Affairs of India, chaired the meetings. Senior counter terrorism officials from ten BRICS member countries participated in the meetings.
BRICS member countries condemned the Pahalgam attack in April 2025 and other terrorist attacks against BRICS member countries and reiterated their pledge to further enhance cooperation against terrorism.
During the meeting, member states discussed the full scope of counter-terrorism cooperation to address existing and new challenges. Five thematic subgroups met before the BRICS CTWG Plenary Meeting.
