New Delhi, February 21 (). Prime Minister Narendra Modi on Saturday said the setting up of the HCL-Foxconn semiconductor plant in Uttar Pradesh is a major step towards technological self-reliance and will significantly enhance India’s presence in the global chip ecosystem.

The Prime Minister inaugurated the HCL-Foxconn joint venture project, India Chip Pvt Ltd, through video conferencing from the Yamuna Expressway Industrial Development Authority (YEIDA) campus in Uttar Pradesh.

This is the new Outsourced Semiconductor Assembly and Test (OSAT) plant, which is being set up with an investment of more than Rs 3,700 crore.

Speaking on the occasion, Prime Minister Modi said that Uttar Pradesh is fast emerging as an important hub in India’s growing semiconductor ecosystem.

Prime Minister Modi said, “The country is continuously moving towards self-reliance in chip production, which is extremely important for sectors like electronics, automobile and digital technology.”

The OSAT plant will manufacture display driver chips used in mobile phones, laptops, automobiles and other consumer electronics.

Once operational, the plant is expected to process around 20,000 wafers per month. This will reduce India’s dependence on chip imports and strengthen the domestic supply chain.

Prime Minister Modi also mentioned the recently concluded India AI Impact Summit in Delhi, where global leaders appreciated India’s technological vision.

The Prime Minister said that 2026 has started at a fast pace and described the current week as historic for the country’s technological journey.

He emphasized that the new plant will create thousands of direct and indirect jobs for engineers, technicians and skilled workers.

He further said, “It is also expected to give a boost to supporting industries, startups and chip design hubs in the region. Located near Jewar Airport, this plant will improve logistics and help in accelerating global connectivity.”
