Jaipur. Chief Minister Bhajan Lal Sharma, while replying to the discussion on the Finance and Appropriation Bill in the Rajasthan Assembly on Friday, said that the economy of the state is progressing rapidly due to our public welfare policies and major economic reforms. Our approach is not of confrontation and opposition, but of solution and development. He said that under the guidance of Prime Minister Narendra Modi, we are moving towards making Rajasthan a developed Rajasthan through innovation, reform and continuous efforts. Rajasthan is also playing the role of a strong growth engine towards making India a developed nation by 2047. He said that if the state wants to develop at a fast pace, we will have to look towards the future.


Per capita income crosses Rs 2 lakh for the first time

Sharma said that during our tenure of two years so far, a new work culture has emerged in Rajasthan due to strong intentions and concrete policies. More work has been done in our government in half the time. Sharma said that the per capita income of Rajasthan is going to increase to Rs 2 lakh 2 thousand 349 for the first time. In comparison to the year 2023-24 (Rs 1 lakh 67 thousand 27), an increase of about 21.15 percent has been registered. He said that progress is being made in every sector including industry, agriculture and service sector. The budget for the year 2026-27 is Rs 6 lakh 10 thousand 956 crores. This is approximately 41 percent more than the year 2023-24.
Unprecedented growth in GSDP due to the efforts of our government
Sharma said that the GSDP of the state in the year 2026-27 is estimated to be around Rs 21 lakh 52 thousand 100 crore. This is an increase of more than 41 percent compared to the year 2023-24. He said that in the 5 years of the previous government, GSDP increased by about Rs 6 lakh 10 thousand 544 crore. But within the tenure of 2 years of our government, an increase of more than Rs 6 lakh 30 thousand 37 crore is expected. Due to the efforts of our economic reforms and ease of doing business, the average growth rate has increased from 10.92 percent of the previous government to 12.25 percent. He said that this rate at constant prices was only 5.3 percent in the five years of the previous government. But in just two years it has increased to 8.7 percent.

Revenue receipts in the year 2026-27 are estimated at Rs 3 lakh 25 thousand 740 crore.

The Chief Minister said that our government has made concrete and planned efforts to increase revenue. The total revenue receipts of the state in the year 2026-27 are estimated at Rs 3 lakh 25 thousand 740 crore, which is 14.08 percent more than the last year. Today’s estimated receipts are about 60 percent more than the last year of the previous government.

Highest ever capital expenditure, provision for more than double that of the previous government in the year 2026-27

Sharma said that in the year 2024-25, our government has made the highest ever capital expenditure of Rs 30 thousand 700 crore. Due to this, new roads were built in the state, bridges were constructed, industrial units were established and employment opportunities were created for the youth. He said that a provision has been made to spend Rs 53 thousand 978 crore on infrastructure for the year 2026-27, which is more than double the Rs 26 thousand 646 crore spent in the last year of the previous government, 2023-24. The state’s total capital expenditure in the coming year will exceed Rs 1 lakh crore. During the tenure of the previous government, the average capital expenditure was only 1.64 percent of GSDP, whereas in our government this average is being kept at around 2.51 percent.
The average fiscal deficit of the previous government was 4.34 percent, the average of our three years was 3.94 percent.
Sharma said that our government has limited the fiscal deficit to 3.69 percent in the year 2026-27, whereas in the last year of the previous government it was 4.31 percent. Similarly, the average fiscal deficit of five years in the previous government was 4.34 percent, whereas the average of three years of our government is only 3.94 percent. He said that a provision has been made to keep the debt-GSDP ratio at 36.8 percent. Whereas the average debt-GSDP ratio of the previous government for five years was 37.83 percent.
Our agricultural budget is 34 percent more than that of the previous government.
Sharma said that along with development, financial discipline is also the resolve of our government. Our government has kept the agriculture budget for the year 2026-27 at Rs 1 lakh 19 thousand 408 crore, which is 34 percent more than the agricultural budget of Rs 89 thousand 190 crore for the last year 2023-24 of the previous government. He said that in the last two years, under the Prime Minister Kisan Samman Nidhi and Chief Minister Kisan Samman Nidhi Yojana, an amount of about Rs 11 thousand crore has been transferred to the farmers of the state in their bank accounts with complete transparency. In two years, our government has benefited three times more farmers in fencing, 1.25 times in construction of farm ponds, 1.5 times in construction of lamps and 1.25 times in shednet compared to the five years of the previous government.
Ramjal Setu Link Project is coming on the ground
The Chief Minister said that under the guidance of the Prime Minister, we are bringing the Ram Jal Setu Link Project on the ground. He said that the DPR work to bring Yamuna water to Shekhawati region is going to be completed soon. Survey of pipeline alignment and field verification of the proposed alignment has been done. Consent letter has been received from Haryana Government to take this work forward.
During the previous government, work on various drinking water projects was double zero.
Sharma said that during the previous government, there was zero work done to provide drinking water to the villages and towns of Sikar and Jhunjhunu districts of Shekhawati through Kumbharam Lift Project. Zero work was done on the announcement of a scheme of Rs 4 thousand 765 crore to provide drinking water to 889 villages of 4 tehsils of Barmer district and 921 villages and their dhanis of 2 tehsils of Jhunjhunu district. He said that in the previous government, Chambal-Alwar-Bharatpur drinking water project at a cost of Rs 5,766 crore, Parvan drinking water project worth Rs 3,523 crore provided water supply to various parts of Hadoti division, drinking water scheme from Jakham dam to Udaipur, Pratapgarh, Chittorgarh and Rajsamand districts, Begun, Nimbahera and Chittorgarh drinking water project from Chambal river at a cost of Rs 2,245 crore and The work on the announcement of regional water supply project from Jakham Dam to Pratapgarh, Arnod and Pipalkhunt at a cost of Rs 1,620 crore was also double zero.
Zero work on various industrial projects during the previous government
The Chief Minister said that in the previous government, by announcing the establishment of industrial areas in every subdivision of the state, the youth were shown the dream of employment at the local level. But in reality the land allotment work in 107 subdivisions was zero. Similarly, there was zero work on the announcement of Multi Stored Industrial Complex at a cost of Rs 250-250 crore in Salarpur Industrial Area, Greater Bhiwadi and Boranada Jodhpur, a project of Rs 100 crore to solve the drainage related problem in Bhiwadi city and industrial area, 11 Mini Food Parks at a cost of Rs 220 crore in the year 2022-23 and Mini Agro Park in Niwai (Tonk).
Development expenditure increased from 68.8 to 74 percent
The Chief Minister said that during the previous government, the development expenditure of the state was 68.8 percent, we have proposed to increase it to about 74 percent in the year 2026-27. Our government had presented the first green budget of the state last year to promote green growth in the state and this year it has made a provision of Rs 33 thousand 476 crore, which is 20.18 percent more than Rs 27 thousand 854 crore in the year 2025-26. He said that giving priority to the welfare of Scheduled Castes and Tribes, Rs 46 thousand 996 crore and Rs 36 thousand 184 crore are being spent respectively in proportion to the population.
Provision of Rs 68 thousand 989 crore on education in the year 2026-27
The Chief Minister said that our government is making necessary reforms and also providing resources to achieve the objectives of the new National Education Policy. While only Rs 51 thousand 243 crore was spent in the field of education in the last year of the previous government, 2023-24, our government has made a provision of spending Rs 68 thousand 989 crore in the year 2026-27, which is 35 percent more than the year 2023-24. He said that our government has done one and a half to four times more work than the previous government in skill training, construction of buildings in government colleges, distribution of tablets and laptops, new polytechnic colleges, Anuprati coaching scheme, upgrades in college post-graduation, new subjects in college post-graduation, new subjects in colleges (undergraduate), establishment of new primary schools and construction of school buildings.
Provision of more than 8 percent on medical and health in the last two years
Sharma said that according to the analysis of the State Finance 2025 report published by the Reserve Bank of India, the average expenditure of all the states on medical and health in the year 2025-26 is 6.19 percent. At the same time, we made a provision of Rs 31 thousand 888 crore for medical and health in the year 2025-26 and Rs 32 thousand 526 crore for the year 2026-27. This is 8.4 percent and 8.02 percent of the total provision, which is more than the benchmark of 8 percent set by the National Health Policy, 2017 and the recommendation of the Finance Commission. He said that even during an epidemic like Corona, the previous government had spent only Rs 7 thousand 357 crore in the health insurance scheme, whereas our government has provided cashless treatment facility to the common people by spending a total of Rs 7 thousand 445 crore in the health insurance scheme in 2 years.
He said that our government has made many achievements in the health sector in comparison to the previous government in two years. Our government has established 14 district hospitals and 61 sub-district hospitals in two years, whereas the previous government could establish only 1 hospital each in both categories. Similarly, our government has constructed 292 primary health center buildings compared to 150 of the previous government, constructed 86 community health center buildings compared to 52, 16 new primary health centers compared to zero, increased 2519 beds compared to 1270, established 89 sonography machines compared to 30, and established 7 new medical colleges compared to 2.

Our government increased pension, making payments on time
The Chief Minister said that during the previous government, pension payment was delayed by 3 to 4 months. We improved this system, due to which now the pension for the month of December was paid in January itself. We have made a provision of Rs 16 thousand 579 crore under social security pension for the year 2026-27, whereas only Rs 9 thousand 590 crore was spent in the last year of the previous government, 2023-24. We have increased the minimum pension amount from the very first year itself, which is now Rs 1300.
He said that 10 lakh 60 thousand 625 new social security pensioners were added, whereas only 3 lakh 18 thousand 694 were added in the first two years of the previous government. Similarly, Rs 16 thousand 69 crore was spent on the Chief Minister Old Age Samman Pension Scheme, whereas Rs 9 thousand 913 crore was spent in the previous government. At the same time, Rs 1,737 crore was spent on the Chief Minister Vishesh Yogjan Samman Pension Scheme, whereas the previous government spent only Rs 965 crore.
Sharma said that the previous government spent Rs 748 crore 21 lakh in its two years under the MLA Led Scheme. At the same time, our government has spent Rs 1,958 crore 66 lakh in just two years. This is more than two and a half times compared to the previous government. He said that the previous government transferred Rs 1,862 crore to the Panchayats in its first two years. Whereas our government has transferred Rs 8 thousand 816 crore in its first two years itself.
The state’s economy has a target of 350 billion dollars by the year 2028-29.
The Chief Minister said that in two years we have laid a strong foundation for the economic development of the state. Now, on this foundation, the economy of the state will reach 350 billion dollars by the year 2028-29 and 4.3 trillion dollars by the year 2047. He said that by fulfilling the announcements of the budget presented this year, we will also achieve the milestones of Developed Rajasthan 2047. We have also set targets to be achieved in all sectors for the years 2030, 2035, 2040 and Vision 2047. He said that in our two-year tenure, more achievements have been made in 91 indices as compared to the five-year tenure of the previous government.
No additional taxes imposed in the budget
Sharma said that the common man has been given relief by not imposing any additional tax in the budget. Various steps have been taken for ease of doing business. Relief in stamps duty has been given to the general public, investors and entrepreneurs. Through e-stamp and online/anywhere registration, registration services will be simplified and timely disposal will be ensured and utmost convenience will be ensured to the general public. He said that for the convenience of GST tax payers, online hearing will be ensured at the appellate authority. Amnesty schemes like VAT, agricultural marketing, transport, mining schemes have been brought under various acts for entrepreneurs and the general public. He said that as a result of effective revenue mobilization, the state’s own revenue receipts (tax and non-tax revenue) are estimated to be Rs 1 lakh 91 thousand 103 crore in the year 2026-27 with 69 percent increase as compared to the year 2023-24.
