Odisha and Meghalaya sign MoU to strengthen early childhood care and development

Bhubaneswar, January 20 (IANS). In a significant step towards strengthening Early Childhood Care, Education and Development (ECCED) through inter-state collaboration, the Government of Odisha and the Government of Meghalaya on Tuesday signed a Memorandum of Understanding (MoU). Its objective is mutual learning, capacity building and exchange of best practices in Early Childhood Development (ECD).

According to an official statement, the MoU envisages cooperation between the two states to strengthen the entire early childhood care, education and development interventions, including nutrition, health, early childhood education, responsible care, community engagement and institutional capacity building.

The state government further said that the MoU provides a framework for exchange of knowledge, joint research, exposure visits, documentation of best practices and capacity development of those working at different levels.

At the event, the dignitaries stressed the critical importance of the early years as the foundation of lifelong health, learning and well-being, and underlined the value of state-to-state learning in developing context-relevant, community-driven solutions.

“This partnership also seeks to leverage Odisha’s experience in community-based and culturally sensitive ECD initiatives and Meghalaya’s innovative approaches to delivering social sector services in tribal and geographically challenged contexts, thereby fostering a two-way learning process,” the state government said.

It further said that this collaboration between the two governments reflects the shared commitment of both states to advance equitable and inclusive childhood outcomes, in line with national priorities for human capital development.

It is expected that this MoU will translate into actionable learning and impact at the grassroots level, benefiting young children, caregivers and frontline workers in both states.

The agreement was formally signed by Sampath Kumar, Principal Secretary, Government of Meghalaya and Anant Narayan Singh Laguri, Additional Secretary, Women and Child Development Department, Government of Odisha. The MoU was signed in the presence of Development Commissioner-cum-ACS (Additional Chief Secretary), Odisha, Devranjan Kumar Singh and other senior officials of both the states.
