The Enforcement Directorate (ED) on Tuesday raided the Delhi office of Al Falah University, including its trustees, related persons and entities, in connection with the ongoing investigation into the Delhi terror attack linked to a car blast near the Red Fort.
According to sources, the raids are being conducted at 25 places in Delhi and other places since 5 am, including the Okhla office of Faridabad-based Al-Falah University.
The raid is still going on, further information is awaited.
Al Falah University has come under investigation after the arrest of several doctors in connection with the November 10 blast near Delhi’s Red Fort. 15 people were killed and many others were injured in this blast. The suicide bomber, Dr. Umar Un Nabi, a Kashmiri resident, was associated with this university.
Meanwhile, according to Delhi Police sources, the Delhi Police Crime Branch will interrogate Al Falah University founder Jawad in connection with the two FIRs lodged against the university.
Sources said that a formal notice has been issued to him in this matter.
The Crime Branch has registered two separate cases against Al Falah University on charges of fraud and forgery.
One FIR alleges that the institute lured students for admission by falsely claiming to have a UGC 12B certificate on its official website, while the second FIR pertains to the university accepting admissions despite National Assessment and Accreditation Council (NAAC) accreditation ending in 2018.
Earlier on Monday, in a significant breakthrough in the case, the National Investigation Agency (NIA) said it has arrested another key associate of the terrorist involved in the blast, who had allegedly provided technical support to carry out terrorist attacks by “modifying drones and attempting to make rockets” before the car blast attack.
Jasir Bilal Wani alias Danish, a Kashmiri resident, was arrested by the NIA in Srinagar, Jammu and Kashmir.
The NIA said in a statement that its investigation revealed that, “Jaseer had allegedly provided technical support to carry out terror attacks by modifying drones and trying to make rockets before the deadly car bomb blast that killed 15 people and injured over 30.”
Meanwhile, investigators are probing the terror module allegedly linked to Dr Omar, who has been identified by security agencies as the one driving the explosives-laden car that burst into flames in the Red Fort blast on November 10. Official sources said on Monday that investigators had found evidence of an organized internal structure, encrypted communication channels and coordinated movement of weapons.
According to sources, Umar had formed a signal group with a special name about three months ago. He added Muzammil, Adeel, Muzaffar and Irfan to this encrypted communication platform, which investigators believe was used for internal coordination.
A major clue emerged after a consignment of weapons, including a Krinkov rifle and a pistol, was recovered from the car of Dr Shaheen, a prime suspect in the case. Investigation revealed that Umar purchased the weapons and handed them over to Irfan in 2024.
Sources said that Dr. Shaheen had earlier also seen the same weapons when he went to Mufti Irfan’s room with Dr. Muzammil. He is also suspected of making the largest financial contribution to the group’s activities.
The investigation has revealed a clear division of roles. The financial support for this module was mainly to be handled by three doctors, especially Muzammil. The recruitment of Kashmiri youth was entrusted to Irfan alias Mufti, who allegedly brought in Arif Nisar Dar alias Sahil and Yasir Ul Ashraf, both of whom have now been arrested.
Sources said that several cases of weapons related activities have been registered in the investigation. In October 2023, Dr. Adeel and Dr. Omar went to meet Irfan at Masjid Ali, leaving after carrying the rifle in a bag and cleaning the barrel.
In November 2023, Adeel again arrives at Irfan’s house with a rifle. Later, Dr. Muzammil and Dr. Shaheen Shahid also joined. He left the weapon with Irfan. Investigators said Adeel returned the next day and took the weapon.
Officials said the findings point to a coordinated network, including financing, recruitment and systematic arms circulation, operating through encrypted platforms and trusted personal links.
