Government completely digitalizes fertilizer subsidy system, JP Nadda inaugurates

New Delhi, January 1 (IANS). In line with Prime Minister Narendra Modi’s vision of Digital India and achieving the goal of a developed India by 2047, the Department of Fertilizers has taken an important step towards strengthening digital governance and financial reforms.

Union Minister for Health and Family Welfare and Chemicals and Fertilizers Jagat Prakash Nadda on Thursday inaugurated the e-bill system at Dutva Bhawan in New Delhi, which will enable the government to process fertilizer subsidies worth about Rs 2 lakh crore.

Addressing the program, the Union Minister said that this online system will play an important role in strengthening transparent, efficient and technology-based governance. Fertilizer Secretary Rajat Kumar Mishra said that this launch is an important achievement in modernizing the financial functions of the department. The newly formed system represents a revolutionary shift from manual, paper processes to a fully digital, system-to-system workflow, eliminating the need for physical transfer of bills.

This initiative is an important outcome of the unique technical partnership between the Integrated Financial Management System of the Department of Fertilizers and PFMS of the Controller General of Accounts, Ministry of Finance.

CCA Santosh Kumar said this change significantly enhances transparency and accountability by creating a centralized and tamper-proof digital audit trail for all financial transactions, thereby making monitoring and audits easier. The system provides real-time monitoring of expenditures and strong financial controls to senior executives, as all payments are tracked and reported centrally under an integrated system.

Seamless data exchange between the department’s internal system and PFMS eliminates repetitive entry of data, reduces manual errors and improves overall processing efficiency and data accuracy.

JS (Finance & Accounts) Manoj Sethi said that the system enables end-to-end digital bill processing, which will significantly accelerate the timeliness of payments, including timely release of weekly fertilizer subsidy payments. Additionally, the e-bill platform enhances the convenience of users by providing fertilizer companies the facility to submit claims online and track payment status in real-time, eliminating the need for physical visits and manual follow-ups.

He informed that it will implement a standard electronic workflow (such as bill processing on first come first serve basis) across the department, thereby ensuring uniformity, fairness in bill management and compliance with financial rules. This integration reduces disparate IT systems, simplifies system maintenance and provides a comprehensive real-time financial information base to aid informed decision making, policy making and efficient budget management.

Asim Gupta, Senior Technical Director, NIC, explained in detail about the technical excellence and seamless architecture of the solution. The NIC team including Joint Director Ashutosh Tiwari and Developer Harekrishna Tiwari supported the implementation and demonstration of the platform. NIC’s efforts in designing and implementing the system were widely appreciated.

Integrated e-bill systems significantly strengthen financial administration, including robust built-in controls to verify payments based on predefined criteria, record every action for audit purposes, and reduce the risk of fraud or abuse. It reinforces the government’s commitment towards transparent, efficient and technology-based governance.
