Amidst the celebration of National Day and Liberation Day in Kuwait, the Amir of Kuwait, His Highness Sheikh Mishaal Al-Ahmad Al-Jaber Al-Sabah, has taken a major humanitarian decision. A total of 539 prisoners have been granted amnesty under Amiri Decree No. 21, issued on 25 February 2026. This step has brought great relief to the families whose loved ones were in jail. Taking immediate action, the Home Ministry has started the process of release so that people can celebrate the festival at their homes.

Which prisoners have received pardon and what are the conditions?
This forgiveness process is divided into two main parts. Some prisoners have been released immediately, while some have had their remaining sentences reduced. For this decision, a special committee had examined about 3,000 files, out of which 539 people were selected for this.
Those who received amnesty were required to fulfill certain conditions and terms. Generally, prisoners involved in crimes related to state security, insult to religion or serious crimes are kept out of this list. In some cases, court fines imposed on prisoners have also been waived.
Release process and preparation of Home Ministry
The Department of Special Security and Correctional Institution of the Ministry of Home Affairs said that the work of release has been started without any delay. Between February 25 and 26, prisoners are being taken out of jail after completing administrative and legal paperwork.
Officials say that the purpose of this decision is to give people a chance to correct their mistakes and start a good life again in the society. In many cases, judicial deportation orders have also been cancelled, which has brought relief to the migrants living there. It is an old tradition in Kuwait where prisoners are granted amnesty by the Emir on national festivals.
