Bihar: Final voter list released after SIR, 21 lakh new voters added, 65 lakh names left

There was a big stir in politics regarding the SIR process of the Election Commission in Bihar. From the state to the center, the atmosphere remained serious. Now finally the Election Commission of India has published the final voter list for the Bihar assembly elections after this special intensive revision (SIR) process on Tuesday night, which has 7.42 crore total voters. Significantly, till June 24 this year, the total number of voters was 7.89 crore.

The press release released by the Election Commission said that 65 lakh voters have been removed from the draft list, and by 1 August 2025, the number of voters in the draft list was 7.24 crore. It said that the number of disqualified voters removed from the draft list is 3.66 lakhs, while 21.53 lakh qualified voters have been added to the draft list (Form 6), which has increased the total number of voters to 7.42 crores.

You will remember that opposition parties have opposed the SIR process of voter list in Bihar. The Election Commission said that regular meetings were held with political parties to convince the SIR process and give them complete information.

The Election Commission congratulated the people of Bihar, election officials, political parties and other key stakeholders on the completion of SIR.

The release said, “The Election Commission of India (ECI) congratulates the people, election officials, political parties and other stakeholders of Bihar on the successful completion of special intensive revision of voter lists (SIR) in Bihar.”

It states that physical and digital copies of the final voter list are being shared with political parties. A link is also shared in the press release where voters can check the final voter list.

The release said, “This exercise was done in accordance with Article 326 of the Constitution and the motto of the Election Commission of India, ‘No eligible voter and any ineligible person should not be included in the voter list’.”

It states that if a eligible person still wants to apply to include his name in the voter list, then he can submit an application till 10 days before the last date of filing nomination for the election.

The Election Commission said that if a person is not satisfied with the decision of the ERO regarding entry in the final voter list, then they can file a first appeal before the District Magistrate and a second appeal before the CEO under Section 24 of the Representation of the People Act, 1950.

The Election Commission said that on a large scale this exercise Chief Electoral Officer (CEO) Bihar, District Election Officers (DEOs) of all 38 districts, 243 Electoral Registration Officers (ERO), 2,976 Assistant Electoral Registration Officers (AEROS), about 1 lakh booth level officers (BLOS), millions of volunteers and all 12 major political parties, in which their district president and their district president and their district presidents and their district presidents appointed 1.6 lakhs. The honest efforts of the level agent (BLAS) were successful.

By 20 July 2025, the CEO/DEOS/EROS/BLO, for the purpose of identifying eligible voters, was declared dead, whose calculations were not received, which were permanently migrated, or which could not be ascertained, shared the booth-level lists of such voters with political parties. The draft voter list was also shared with all political parties. The release said, “The list of names not included in the draft voter list was displayed on the District Election Officer/District Divisional (Zillawar) as well as on CEQ Bihar website for public observation.”

The Supreme Court is hearing petitions against SIR and has fixed October 7 for hearing the final arguments. The Supreme Court had said that it is assuming that being a constitutional body, the Election Commission is following the law during the SIR process. He had warned that the process would be canceled in case of any kind of illegality. Elections are expected in Bihar later this year.
